DE JANEIRO<\/strong>, no uso das atribui\u00e7\u00f5es constitucionais e legais, e tendo em vista o que consta do Processo n\u00ba SEI-12\/001\/019543\/2019,<\/p><p><strong>CONSIDERANDO<\/strong>:<\/p><p>&#8211; que para maior transpar\u00eancia e efici\u00eancia na gest\u00e3o das compras p\u00fablicas do Estado, os procedimentos de cadastramento de fornecedores necessitam ser desburocratizados, uniformizados e padronizados, e<\/p><p>&#8211; a necessidade de constante aperfei\u00e7oamento do processo de gest\u00e3o do Governo do Estado do Rio de Janeiro;<\/p><p><strong>DECRETA<\/strong>:<\/p><p><strong>Art. 1\u00ba<\/strong> &#8211; O \u00d3rg\u00e3o Central do Sistema Log\u00edstico \u00e9 respons\u00e1vel pelo Cadastro de Fornecedores no \u00e2mbito do Poder Executivo do Estado do Rio de Janeiro e possui as seguintes atribui\u00e7\u00f5es:<\/p><p>I &#8211; defini\u00e7\u00e3o e implanta\u00e7\u00e3o de normas, diretrizes e pol\u00edticas gerais objetivando a gest\u00e3o e a manuten\u00e7\u00e3o do Cadastro de Fornecedores do Governo do Estado do Rio de Janeiro, e<\/p><p>II &#8211; gest\u00e3o e manuten\u00e7\u00e3o do Cadastro de Fornecedores do Governo do Estado do Rio de Janeiro.<\/p><p><strong>Art. 2\u00ba<\/strong> &#8211; Para fins deste Decreto considera-se Cadastro de Fornecedores o banco de dados de pessoas f\u00edsicas e jur\u00eddicas interessadas em contratar com o Governo do Estado do Rio de Janeiro.<\/p><p><strong>Art. 3\u00ba<\/strong> &#8211; Ser\u00e1 exigido o pr\u00e9vio credenciamento dos fornecedores interessados em participar dos processos de compras realizados na forma eletr\u00f4nica no Sistema Integrado de Gest\u00e3o de Aquisi\u00e7\u00f5es &#8211; SIGA, devendo os editais de licita\u00e7\u00f5es determinarem tal exig\u00eancia.<\/p><p><strong>Art. 4\u00ba<\/strong> &#8211; O \u00d3rg\u00e3o Central do Sistema Log\u00edstico regulamentar\u00e1 os procedimentos para inscri\u00e7\u00e3o no Cadastro de Fornecedores, nos termos da Lei Federal n\u00ba 8.666\/93.<\/p><p><strong>Art. 5\u00ba<\/strong> &#8211; Os \u00f3rg\u00e3os e entidades do Estado dever\u00e3o registrar no SIGA as ocorr\u00eancias que impliquem quaisquer penalidades ao fornecedor.<\/p><p><strong>Par\u00e1grafo \u00danico<\/strong> &#8211; Os \u00f3rg\u00e3os e entidades dever\u00e3o registrar no SIGA a avalia\u00e7\u00e3o dos fornecedores com quem contratarem a fim de subsidiar a Administra\u00e7\u00e3o em contrata\u00e7\u00f5es futuras.<\/p><p><strong>Art. 6\u00ba<\/strong> &#8211; Faculta-se \u00e0s Sociedades de Economia Mista e \u00e0s Empresas P\u00fablicas do Estado do Rio de Janeiro a ado\u00e7\u00e3o do Cadastro de Fornecedores do SIGA, caso em que, ficar\u00e3o subordinadas ao regime deste Decreto.<\/p><p><strong>Art. 7\u00ba<\/strong> &#8211; Este Decreto entra em vigor na data de sua publica\u00e7\u00e3o, revogando-se as disposi\u00e7\u00f5es em contr\u00e1rio, em especial os artigos 17, 18, 19, 20, 21, 22 e 23 do Decreto n\u00ba 42.301, de 12 de fevereiro de 2010.<\/p><p>\u00a0<\/p><p
