datetime=\"2022-08-18T13:13:56+00:00\"><strong>O GOVERNADOR DO ESTADO DO RIO DE JANEIRO,<\/strong> em exerc\u00edcio,\u00a0no uso de suas atribui\u00e7\u00f5es constitucionais e legais, e tendo em vista\u00a0o que consta do processo n\u00ba E-01\/400271\/2012,<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>CONSIDERANDO:<\/strong><\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\">&#8211; a necessidade de padroniza\u00e7\u00e3o de procedimentos para execu\u00e7\u00e3o das atividades relacionadas com a condu\u00e7\u00e3o dos Preg\u00f5es, especialmente atrav\u00e9s da forma eletr\u00f4nica; e<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\">&#8211; a necessidade de constante aperfei\u00e7oamento do processo de gest\u00e3o\u00a0do Governo do Estado do Rio de Janeiro, visando a melhoria na qualidade dos gastos p\u00fablicos.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>DECRETA:<\/strong><\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 1\u00ba &#8211;<\/strong> Fica criada a Rede de Pregoeiros do Governo do Estado do\u00a0Rio de Janeiro &#8211; <strong>REDPREG<\/strong>.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 2\u00ba &#8211;<\/strong> Caber\u00e1 \u00e0 Secretaria de Estado de Planejamento e Gest\u00e3o <\/del><del datetime=\"2022-08-18T13:13:56+00:00\">&#8211;\u00a0<strong>SEPLAG<\/strong>, como \u00f3rg\u00e3o central do Sistema Log\u00edstico do Estado do Rio de Janeiro, por meio da Coordenadoria Central da Rede Log\u00edstica <\/del><del datetime=\"2022-08-18T13:13:56+00:00\">&#8211;\u00a0<strong>COREL<\/strong>, as atribui\u00e7\u00f5es de supervis\u00e3o e coordena\u00e7\u00e3o geral das atividades relacionadas com a <strong>REDPREG<\/strong>, que ser\u00e3o desempenhadas por\u00a0meio de um gerente a ser designado pela <strong>SEPLAG<\/strong>.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Par\u00e1grafo \u00danico &#8211;<\/strong> A <strong>REDPREG<\/strong> tem por objetivos estabelecer diretrizes para a atua\u00e7\u00e3o dos pregoeiros; padronizar os procedimentos relativos \u00e0s atribui\u00e7\u00f5es dos pregoeiros; promover a certifica\u00e7\u00e3o e a capacita\u00e7\u00e3o dos pregoeiros do Estado; e manter mecanismos de comunica\u00e7\u00e3o entre os pregoeiros.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 3\u00ba &#8211;<\/strong> Ficar\u00e1 a cargo da <strong>SEPLAG<\/strong> a cria\u00e7\u00e3o de um canal de comunica\u00e7\u00e3o efetivo e obrigat\u00f3rio entre os integrantes da <strong>REDPREG<\/strong>.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 4\u00ba &#8211;<\/strong> Ap\u00f3s 02 (dois) anos, a contar da data de entrada em vigor\u00a0deste Decreto, somente poder\u00e1 exercer as atribui\u00e7\u00f5es de pregoeiro\u00a0nos \u00f3rg\u00e3os e entidades da Administra\u00e7\u00e3o P\u00fablica Direta e Indireta do\u00a0Poder Executivo do Governo do Estado o servidor que estiver admitido na <strong>REDPREG<\/strong>.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Par\u00e1grafo \u00danico &#8211;<\/strong> A admiss\u00e3o do servidor na REDPREG seguir\u00e1 as seguintes etapas:<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\">I &#8211; cadastramento na <strong>REDPREG<\/strong>;<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\">II &#8211; inscri\u00e7\u00e3o no Processo de Certifica\u00e7\u00e3o de Pregoeiros do Estado; e<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\">III &#8211; obten\u00e7\u00e3o do Certificado de Pregoeiro do Estado.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 5\u00ba &#8211;<\/strong> Todo servidor do Estado poder\u00e1 se cadastrar na <strong>REDPREG<\/strong>.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 6\u00ba &#8211;<\/strong> A solicita\u00e7\u00e3o de inscri\u00e7\u00e3o do servidor no Processo de Certifica\u00e7\u00e3o de Pregoeiros do Estado ser\u00e1 efetuada pelo titular do \u00d3rg\u00e3o\/Entidade que o servidor estiver subordinado.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 7\u00ba &#8211;<\/strong> O Titular do \u00d3rg\u00e3o\/Entidade poder\u00e1 designar servidor que\u00a0esteja inscrito no Processo de Certifica\u00e7\u00e3o de Pregoeiros do Estado\u00a0para exercer, provisoriamente, as atribui\u00e7\u00f5es de pregoeiro, por um per\u00edodo m\u00e1ximo de 06 (seis) meses.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\">\u00a71\u00ba &#8211; A designa\u00e7\u00e3o de que trata o caput deste artigo poder\u00e1 ser renovada, por apenas uma \u00fanica vez, por mais 06 (seis) meses, caso o servidor, apesar de inscrito, n\u00e3o venha a ser chamado para se submeter ao processo de\u00a0 certifica\u00e7\u00e3o antes do t\u00e9rmino da designa\u00e7\u00e3o anterior.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\">\u00a72\u00ba &#8211; A designa\u00e7\u00e3o de que trata o caput deste artigo n\u00e3o dispensa o cumprimento do previsto no \u00a7 4\u00ba do artigo 7\u00ba do Decreto 31.863, de 16 de setembro de 2002.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 8\u00ba &#8211;<\/strong> O Processo de Certifica\u00e7\u00e3o dos Pregoeiros do Estado ser\u00e1 conduzido de acordo com orienta\u00e7\u00f5es emanadas pela <strong>SEPLAG<\/strong> e tem\u00a0por finalidade avaliar as compet\u00eancias dos pregoeiros.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 9\u00ba &#8211;<\/strong> Ser\u00e1 concedido Certificado de Pregoeiro do Estado ao servidor que obtiver aprova\u00e7\u00e3o no processo de certifica\u00e7\u00e3o.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 10 &#8211;<\/strong> O processo de admiss\u00e3o na <strong>REDPREG<\/strong> ser\u00e1 conclu\u00eddo ap\u00f3s\u00a0a aprova\u00e7\u00e3o do servidor no processo de certifica\u00e7\u00e3o e a publica\u00e7\u00e3o\u00a0dos seus dados funcionais no Di\u00e1rio Oficial do Estado.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>\u00a71\u00ba &#8211;<\/strong> A certifica\u00e7\u00e3o ter\u00e1 validade por 02 (dois) anos e dever\u00e1 ser\u00a0renovada pelo servidor conforme orienta\u00e7\u00f5es emanadas pela<strong> SEPLAG<\/strong>.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>\u00a72\u00ba &#8211;<\/strong> A <strong>SEPLAG<\/strong> manter\u00e1 o controle das certifica\u00e7\u00f5es dos pregoeiros do Estado.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 11 &#8211;<\/strong> A reprova\u00e7\u00e3o no processo de certifica\u00e7\u00e3o, por duas vezes\u00a0consecutivas, impedir\u00e1 o exerc\u00edcio das atribui\u00e7\u00f5es de pregoeiro no\u00a0\u00e2mbito dos \u00f3rg\u00e3os e entidades da Administra\u00e7\u00e3o P\u00fablica Direta e Indireta do Poder Executivo do Governo do Estado.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>\u00a71\u00ba &#8211;<\/strong> O titular do \u00d3rg\u00e3o\/Entidade dever\u00e1 tomar as provid\u00eancias necess\u00e1rias visando dispensar o servidor enquadrado no caput deste artigo, caso\u00a0o mesmo tenha sido designado nos termos do art. 7\u00ba deste Decreto.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>\u00a72\u00ba &#8211;<\/strong> A <strong>SEPLAG<\/strong> registrar\u00e1 e manter\u00e1 o cadastramento do servidor enquadrado no caput deste artigo na <strong>REDPREG<\/strong>, devendo o mesmo aguardar, pelo menos, 02 (dois) anos para se recadastrar na rede e se submeter ao processo de certifica\u00e7\u00e3o.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>\u00a73\u00ba &#8211;<\/strong> O servidor reprovado pela primeira vez ser\u00e1 reinscrito automaticamente no processo de certifica\u00e7\u00e3o pela <strong>SEPLAG<\/strong> e poder\u00e1 ser designado para exercer as atribui\u00e7\u00f5es de pregoeiro, nos termos do artigo 7\u00ba deste decreto, a crit\u00e9rio do titular do seu \u00d3rg\u00e3o\/Entidade.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 12 &#8211;<\/strong> Compete \u00e0 SEPLAG a ado\u00e7\u00e3o das medidas que se fizerem\u00a0necess\u00e1rias \u00e0 regulamenta\u00e7\u00e3o, \u00e0 operacionaliza\u00e7\u00e3o e \u00e0 coordena\u00e7\u00e3o\u00a0das atividades a que se refere este Decreto.<\/del><\/p><p><del datetime=\"2022-08-18T13:13:56+00:00\"><strong>Art. 13 &#8211;<\/strong> Este Decreto entrar\u00e1 em vigor na data de sua publica\u00e7\u00e3o.<\/del><\/p><p style=\"text-align: center;\"><del
