cellspacing=\"0\"><tbody><tr><td colspan=\"4\" valign=\"top\"><p><strong>O AUDITOR-GERAL DO ESTADO<\/strong>, no uso de suas atribui\u00e7\u00f5es legais e tendo em vista o disposto no inciso II do art. 106 da Resolu\u00e7\u00e3o SEFAZ n\u00ba 89, de 30 de junho de 2017, combinado com o item 4 do par\u00e1grafo \u00fanico do artigo 1.\u00ba da Lei n.\u00ba 287, de 04 de dezembro de 1979, e<\/p><p><strong>CONSIDERANDO:<\/strong><\/p><p>&#8211; a necessidade de atualiza\u00e7\u00e3o das normas para fortalecimento do controle governamental, visando ao aperfei\u00e7oamento dos processos da gest\u00e3o p\u00fablica;<\/p><p>&#8211; a necessidade de adequa\u00e7\u00e3o aos preceitos estabelecidos na Delibera\u00e7\u00e3o do Tribunal de Contas do Estado do Rio de Janeiro &#8211; TCE-RJ n\u00ba 278, de 24 de agosto de 2017.<\/p><p><strong>RESOLVE:<\/strong><\/p><p><strong>Art. 1\u00ba &#8211;<\/strong>\u00a0Estabelecer normas de organiza\u00e7\u00e3o da documenta\u00e7\u00e3o relativa \u00e0 gest\u00e3o dos bens em almoxarifado dos \u00f3rg\u00e3os e entidades da Administra\u00e7\u00e3o P\u00fablica Estadual, com o objetivo de demonstrar a sua boa administra\u00e7\u00e3o, guarda e controle.<\/p><p><strong>Par\u00e1grafo \u00danico:<\/strong>\u00a0O termo bens em almoxarifado \u00e9 usado nesta norma para designar os estoques dos \u00f3rg\u00e3os e entidades nos seguintes aspectos: (a) na forma de materiais ou suprimentos a serem consumidos no processo de produ\u00e7\u00e3o; (b) na forma de materiais ou suprimentos a serem consumidos ou empregados na presta\u00e7\u00e3o de servi\u00e7os; (c) mantidos para venda ou distribui\u00e7\u00e3o no curso normal das opera\u00e7\u00f5es; ou (d) no processo de produ\u00e7\u00e3o para venda ou distribui\u00e7\u00e3o.<\/p><p><strong>Art. 2\u00ba<\/strong> &#8211; Os \u00f3rg\u00e3os e entidades dever\u00e3o providenciar anualmente os seguintes documentos relativos aos bens em almoxarifado:<\/p><p><strong>I\u00a0&#8211;\u00a0<a href=\"http:\/\/www.age.fazenda.rj.gov.br\/age\/faces\/owResource.jspx?z=oracle.webcenter.doclib%21%21UCMServer%2523dDocName%253AWCC205834%21%21Anexo%2BI%2B-%2BIN42_Almoxarifado_Cadastro_dos_Responsaveis.docx\">Cadastro de todos os respons\u00e1veis por bens em almoxarifado no exerc\u00edcio<\/a>;<\/strong><\/p><p><strong>II\u00a0&#8211;\u00a0<a href=\"http:\/\/www.age.fazenda.rj.gov.br\/age\/faces\/owResource.jspx?z=oracle.webcenter.doclib%21%21UCMServer%2523dDocName%253AWCC205833%21%21Anexo%2BII%2B-%2BIN42_Almoxarifado_Arrolamento.xlsx\">Arrolamento das exist\u00eancias f\u00edsicas, em 31 de dezembro<\/a>;<\/strong><\/p><p><strong>III\u00a0&#8211;\u00a0<a href=\"http:\/\/www.age.fazenda.rj.gov.br\/age\/faces\/owResource.jspx?z=oracle.webcenter.doclib%21%21UCMServer%2523dDocName%253AWCC205832%21%21Anexo%2BIII%2B-%2BIN42_Almoxarifado_Demonstr_da_Movimenta%25C3%25A7%25C3%25A3o.xlsx\">Demonstrativo da movimenta\u00e7\u00e3o dos bens em almoxarifado no exerc\u00edcio, com controle mensal<\/a>;<\/strong><\/p><p><strong>IV\u00a0&#8211;\u00a0<a href=\"http:\/\/www.age.fazenda.rj.gov.br\/age\/faces\/owResource.jspx?z=oracle.webcenter.doclib%21%21UCMServer%2523dDocName%253AWCC205831%21%21Anexo%2BIV%2B-%2BIN42_Almoxarifado_Termo_de_Transf_de_Responsabilidade.docx\">Termo de Transfer\u00eancia de Responsabilidade por bens em almoxarifado, sempre que ocorrer a substitui\u00e7\u00e3o do respons\u00e1vel<\/a>;<\/strong><\/p><p><strong>V\u00a0&#8211;\u00a0<a href=\"http:\/\/www.age.fazenda.rj.gov.br\/age\/faces\/owResource.jspx?z=oracle.webcenter.doclib%21%21UCMServer%2523dDocName%253AWCC205830%21%21Anexo%2BV%2B-%2BIN42_Almoxarifado_Termo_de_Entrega_de_Bens_e_Valores.docx\">Termo de Entrega de Bens e Valores, quando houver t\u00e9rmino de gest\u00e3o decorrente da extin\u00e7\u00e3o de \u00f3rg\u00e3o, entidade ou unidade<\/a>.<\/strong><\/p><p><strong>VI &#8211;<\/strong>\u00a0C\u00f3pia da publica\u00e7\u00e3o do ato de extin\u00e7\u00e3o da de \u00f3rg\u00e3o, entidade ou unidade, quando ocorrido no exerc\u00edcio;<\/p><p><strong>VII<\/strong>\u00a0&#8211; Termo de Inspe\u00e7\u00e3o realizada por comiss\u00f5es de vistoria e pelos \u00f3rg\u00e3os de controle, quando ocorrer.<\/p><p><strong>Par\u00e1grafo \u00danico:<\/strong>\u00a0A documenta\u00e7\u00e3o relacionada neste artigo dever\u00e1 estar constitu\u00edda em at\u00e9 90 (noventa) dias do exerc\u00edcio subsequente ao exerc\u00edcio de compet\u00eancia e ser mantida arquivada no \u00f3rg\u00e3o ou entidade de origem, preferencialmente, em meio eletr\u00f4nico, sob a guarda do respons\u00e1vel pelo almoxarifado, ficando \u00e0 disposi\u00e7\u00e3o dos \u00f3rg\u00e3os de controle interno e externo para fins de auditorias e inspe\u00e7\u00f5es.<\/p><p><strong>Art. 3\u00ba &#8211; <\/strong>Na hip\u00f3tese de impropriedade detectada na gest\u00e3o dos bens em almoxarifado, dever\u00e3o ser adotados os procedimentos previstos na legisla\u00e7\u00e3o vigente para apura\u00e7\u00e3o da responsabilidade.<\/p><p><strong>Art. 4\u00ba &#8211; <\/strong>Os Anexos desta Instru\u00e7\u00e3o Normativa estar\u00e3o dispon\u00edveis no Portal da Auditoria Geral do Estado no site da Secretaria de Estado de Fazenda e Planejamento.<\/p><p><strong>Art. 5\u00ba &#8211;<\/strong>\u00a0Esta Instru\u00e7\u00e3o Normativa entra em vigor na data de sua publica\u00e7\u00e3o.<\/p><p><strong>Art. 6\u00ba &#8211;<\/strong> Ficam revogadas as disposi\u00e7\u00f5es em contr\u00e1rio, em especial a Instru\u00e7\u00e3o Normativa AGE n.\u00ba 16, de 30 de mar\u00e7o de 2012.<\/p><p
