\u00f3rg\u00e3o ou entidade da administra\u00e7\u00e3o p\u00fablica <strong>respons\u00e1vel pela gest\u00e3o do registro de pre\u00e7os<\/strong>, desde a organiza\u00e7\u00e3o e realiza\u00e7\u00e3o do procedimento licitat\u00f3rio at\u00e9 o gerenciamento da ata de registro de pre\u00e7os dele decorrente, de forma a atender as necessidades pr\u00f3prias e dos demais \u00f3rg\u00e3os ou entidades do Estado<\/p><p style=\"text-align: justify;\">S\u00e3o <strong>compet\u00eancias<\/strong> do \u00f3rg\u00e3o gerenciador:<\/p><ul style=\"text-align: justify;\"><li>Promover todos os atos necess\u00e1rios \u00e0 instru\u00e7\u00e3o processual para a realiza\u00e7\u00e3o do procedimento licitat\u00f3rio.<\/li><li>Realizar a pesquisa de mercado para identifica\u00e7\u00e3o do valor estimado da licita\u00e7\u00e3o.<\/li><li>Realizar o procedimento licitat\u00f3rio, bem como os atos dele decorrentes, tais como a assinatura da ARP e sua disponibiliza\u00e7\u00e3o aos demais \u00f3rg\u00e3os participantes.<\/li><li>Gerenciar a ARP.<\/li><li>Realizar ampla pesquisa de pre\u00e7os semestralmente para aferir a compatibilidade dos pre\u00e7os registrados com os efetivamente praticados, considerando como intervalo m\u00e1ximo entre as pesquisas de pre\u00e7os, uma vez que possa haver situa\u00e7\u00e3o em concreto que enseje periodicidade menor.<\/li><li>Conduzir os procedimentos relativos a eventuais renegocia\u00e7\u00f5es dos pre\u00e7os registrados.<\/li><li>Gerir os pedidos de ades\u00e3o e orientar os procedimentos dos \u00f3rg\u00e3os e entidades n\u00e3o participantes da ARP.<\/li><li>Aplicar, garantida a ampla defesa e o contradit\u00f3rio, as penalidades decorrentes de infra\u00e7\u00f5es no procedimento licitat\u00f3rio e do descumprimento do pactuado na ARP ou do descumprimento das obriga\u00e7\u00f5es contratuais, em rela\u00e7\u00e3o \u00e0s suas pr\u00f3prias contrata\u00e7\u00f5es.<\/li><\/ul><p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p><p style=\"text-align: justify;\">O <strong>\u00d3rg\u00e3o Participante<\/strong> \u00e9 o \u00f3rg\u00e3o ou entidade da administra\u00e7\u00e3o p\u00fablica direta, aut\u00e1rquica e fundacional que <strong>participa dos procedimentos iniciais<\/strong> do Sistema de Registro de Pre\u00e7os e integra a Ata de Registro de Pre\u00e7os.<\/p><p style=\"text-align: justify;\">S\u00e3o compet\u00eancias do \u00f3rg\u00e3o participante:<\/p><ul><li style=\"text-align: justify;\">Garantir que os atos relativos \u00e0 sua inclus\u00e3o no registro de pre\u00e7os estejam formalizados e aprovados pela autoridade competente.<\/li><li style=\"text-align: justify;\">Tomar conhecimento da ARP, inclusive de eventuais altera\u00e7\u00f5es, para o correto cumprimento de suas disposi\u00e7\u00f5es.<\/li><li style=\"text-align: justify;\">O \u00f3rg\u00e3o participante dever\u00e1 informar ao \u00f3rg\u00e3o gerenciador a eventual recusa do fornecedor em atender \u00e0s condi\u00e7\u00f5es estabelecidas no edital, firmadas na ARP, bem como as diverg\u00eancias relativas \u00e0 entrega, caracter\u00edsticas e origem dos bens licitados, visando assim aprimorar os atos de controle de compet\u00eancia do \u00f3rg\u00e3o gerenciador.<\/li><li style=\"text-align: justify;\">Compete ao \u00f3rg\u00e3o participante promover as a\u00e7\u00f5es necess\u00e1rias para as suas pr\u00f3prias contrata\u00e7\u00f5es.<\/li><li style=\"text-align: justify;\">Cabe ao \u00f3rg\u00e3o participante aplicar, garantida a ampla defesa e o contradit\u00f3rio, as penalidades decorrentes do descumprimento do pactuado na ARP ou do descumprimento das obriga\u00e7\u00f5es contratuais, em rela\u00e7\u00e3o \u00e0s suas pr\u00f3prias
