Nele s\u00e3o definidos o objeto da contrata\u00e7\u00e3o, as formas de<br \/>participa\u00e7\u00e3o, os crit\u00e9rios de julgamento e habilita\u00e7\u00e3o, os prazos, as condi\u00e7\u00f5es de entrega<br \/>e pagamento, as regras de execu\u00e7\u00e3o e fiscaliza\u00e7\u00e3o do contrato, al\u00e9m de outras<br \/>informa\u00e7\u00f5es necess\u00e1rias ao processo.<br \/><br \/><strong>O edital deve estar completo, atualizado e dispon\u00edvel aos interessados antes da<br \/>abertura do certame.<\/strong><br \/><br \/>Os anexos complementam as informa\u00e7\u00f5es do edital e podem incluir Termo de Refer\u00eancia<br \/>ou Projeto B\u00e1sico, minuta do contrato ou do instrumento equivalente e da Ata de<br \/>Registro de Pre\u00e7os, quando houver, o or\u00e7amento estimado, se n\u00e3o for sigiloso,<br \/>documentos t\u00e9cnicos e outros elementos relacionados ao objeto e \u00e0 contrata\u00e7\u00e3o,<br \/>conforme disposto no <a href=\"https:\/\/leisestaduais.com.br\/rj\/decreto-n-48816-2023-rio-de-janeiro-regulamenta-a-fase-preparatoria-das-contratacoes-de-que-trata-a-lei-n-14133-de-1-de-abril-de-2021-no-ambito-da-administracao-publica-estadual-direta-autarquica-e-fundacional\">art. 48 do Decreto 48.816\/2026.<\/a><br \/><br \/><br \/>Nota: Os instrumentos convocat\u00f3rios, minutas de contratos e minutas de atas de registro<br \/>de pre\u00e7os dever\u00e3o ser elaborados com observ\u00e2ncia obrigat\u00f3ria dos modelos<br \/>padronizados pela Procuradoria Geral do Estado &#8211; \u2013 SIGFIS dados e documentos relativos a editais de licita\u00e7\u00e3o e demais\natos relacionados \u00e0s contrata\u00e7\u00f5es p\u00fablicas.<br><br>\nConforme o art. 2\u00ba, os dados referentes aos editais de licita\u00e7\u00e3o e suas altera\u00e7\u00f5es devem\nser inseridos no SIGFIS no prazo de 2 (dois) dias \u00fateis, contados da publica\u00e7\u00e3o ou\nrepublica\u00e7\u00e3o.<br><br>\nJ\u00e1 o art. 3\u00ba determina o envio, por meio do m\u00f3dulo de Informes Mensais do SIGFIS, dos\ndados relativos a licita\u00e7\u00f5es, contratos, acordos,
