Regulamenta\u00a0\u00a0o SIGA.<\/strong><\/a><\/li><\/ul><p><em><strong>Art. 2\u00ba<\/strong>\u00a0&#8211; O Sistema Integrado de Gest\u00e3o de Aquisi\u00e7\u00f5es &#8211; SIGA \u00e9 um sistema informatizado desenvolvido para o processamento e o registro das opera\u00e7\u00f5es da cadeia de suprimentos do Poder Executivo do Estado do Rio de Janeiro e compreende as funcionalidades de:<\/em><\/p><p><em>I &#8211; Cat\u00e1logo de Materiais e Servi\u00e7os.<\/em><\/p><\/div><div>\u00a0<\/div><div>\u00a0<\/div><h3>Princ\u00edpios da Classifica\u00e7\u00e3o<\/h3><div>\u00a0<\/div><div><ul><li style=\"text-align: justify;\"><strong>Cataloga\u00e7\u00e3o<\/strong>: fase do processo em que cada material dever\u00e1 ser identificado e ordenado logicamente, para facilitar o setor de compras e atingir a clareza necess\u00e1ria para o atendimento do usu\u00e1rio final.<\/li><li style=\"text-align: justify;\"><strong>Especifica\u00e7\u00e3o<\/strong>: \u00e9 uma minuciosa descri\u00e7\u00e3o do item visando um melhor entendimento entre consumidor e fornecedor.<\/li><li style=\"text-align: justify;\"><strong>Normaliza\u00e7\u00e3o<\/strong>: conjunto de normas que estabelecem padr\u00f5es de qualidade na fabrica\u00e7\u00e3o dos produtos, visando a seguran\u00e7a, a prote\u00e7\u00e3o do consumidor e a elimina\u00e7\u00e3o de barreiras t\u00e9cnicas e comerciais.<\/li><li style=\"text-align: justify;\"><strong>Codifica\u00e7\u00e3o<\/strong>: \u00e9 a forma pela qual apresentamos cada item atrav\u00e9s de um c\u00f3digo, com a utiliza\u00e7\u00e3o de n\u00fameros e\/ou letras. Tem como objetivo definir crit\u00e9rios consistentes que permitam e facilitem a implanta\u00e7\u00e3o de sistemas uniformizados.<\/li><\/ul><h3>\u00a0<\/h3><h3>Atributos da Classifica\u00e7\u00e3o<\/h3><\/div><div>\u00a0<span style=\"letter-spacing: 0px;\">\u00a0<\/span><\/div><ul><li style=\"text-align: justify;\"><strong>Abrang\u00eancia<\/strong>: a classifica\u00e7\u00e3o deve abordar uma s\u00e9rie de caracter\u00edsticas dos materiais e servi\u00e7os de forma abrangente.<\/li><li style=\"text-align: justify;\"><strong>Flexibilidade<\/strong>: um sistema de classifica\u00e7\u00e3o flex\u00edvel \u00e9 aquele que permite interfaces entre os diversos tipos de classifica\u00e7\u00e3o; a flexibilidade refere-se \u00e0 \u201ccomunica\u00e7\u00e3o\u201d entre os tipos de classifica\u00e7\u00e3o, bem como \u00e0 possibilidade de adaptar e melhorar o sistema de classifica\u00e7\u00e3o sempre que desej\u00e1vel.<\/li><li style=\"text-align: justify;\"><strong>Praticidade<\/strong>: a classifica\u00e7\u00e3o deve ser simples e direta, sem demandar do gestor procedimentos complexos.
