<\/span><b>n\u00e3o for poss\u00edvel definir previamente o quantitativo<\/b><span style=\"font-weight: 400;\"> a ser demandado pela Administra\u00e7\u00e3o.<\/span><\/li><\/ol><p><span style=\"font-weight: 400;\">Ou seja:<\/span><\/p><ul><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Necessidade de <\/span><b>contrata\u00e7\u00f5es frequentes<\/b><span style=\"font-weight: 400;\"> do mesmo objeto: situa\u00e7\u00e3o caracterizada pela necessidade cont\u00ednua de um determinado produto ou de presta\u00e7\u00e3o de um determinado servi\u00e7o, quando n\u00e3o \u00e9 poss\u00edvel mensurar previamente o quantitativo total do produto a ser fornecido ou a quantidade de vezes em que o servi\u00e7o ser\u00e1 demandado ao longo do exerc\u00edcio financeiro, de forma a n\u00e3o permitir a realiza\u00e7\u00e3o de contrata\u00e7\u00e3o convencional.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Conveni\u00eancia de aquisi\u00e7\u00f5es com previs\u00e3o de <\/span><b>entregas parceladas<\/b><span style=\"font-weight: 400;\">, com possibilidade de estabelecer previamente os prazos de fornecimento: situa\u00e7\u00e3o caracterizada quando n\u00e3o h\u00e1 disponibilidade de espa\u00e7o para estoque do produto ou para evitar o seu perecimento, ou ainda para facilitar a log\u00edstica de suprimentos (armazenamento, movimenta\u00e7\u00e3o, transporte, controle).<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">O registro de pre\u00e7os \u00e9 permitido para a contrata\u00e7\u00e3o de servi\u00e7os de natureza humana, se remunerados por <\/span><b>unidade de medida<\/b><span style=\"font-weight: 400;\"> (a exemplo do registro de pre\u00e7os de homem\/hora, hora de servi\u00e7o t\u00e9cnico, etc).<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">A <\/span><b>tarefa<\/b><span style=\"font-weight: 400;\"> \u00e9 um regime de execu\u00e7\u00e3o contratual destinado aos ajustes de pequena monta, ou seja, \u00e9 a contrata\u00e7\u00e3o de m\u00e3o-de-obra para pequenos trabalhos por pre\u00e7o certo, com ou sem fornecimento de materiais.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">A possibilidade de atendimento <\/span><b>a mais de um \u00f3rg\u00e3o ou entidade<\/b><span style=\"font-weight: 400;\">, que apresentem necessidades semelhantes, homog\u00eaneas. Trata da coopera\u00e7\u00e3o m\u00fatua entre \u00f3rg\u00e3os distintos, incluindo a\u00ed um planejamento consistente de suas necessidades e, por consequ\u00eancia, a forma\u00e7\u00e3o de uma ata de registro de pre\u00e7os.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">A <\/span><b>indefini\u00e7\u00e3o pr\u00e9via do quantitativo<\/b><span style=\"font-weight: 400;\"> se traduz na impossibilidade de previs\u00e3o do n\u00famero de demandas ao fornecedor registrado durante o prazo de validade da ata de registro de pre\u00e7os, e n\u00e3o na indefini\u00e7\u00e3o da quantidade total do objeto. As demandas, quando efetuadas no prazo de validade da ata, estar\u00e3o limitadas a totalidade previamente definida no planejamento da licita\u00e7\u00e3o.<\/span><\/li><\/ul><h3><span style=\"font-weight: 400;\">\u00a0<\/span><b>Contrata\u00e7\u00f5es compartilhadas<\/b><\/h3><ul><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">O SRP \u00e9 um instrumento que <\/span><b>agiliza e otimiza as contrata\u00e7\u00f5es p\u00fablicas<\/b><span style=\"font-weight: 400;\"> uma vez que atende as demandas de v\u00e1rios \u00f3rg\u00e3os e entidades para mesmos produtos e servi\u00e7os.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Contrata\u00e7\u00f5es compartilhadas entre os \u00f3rg\u00e3os e entidades da Administra\u00e7\u00e3o P\u00fablica, os quais s\u00e3o <\/span><b>benefici\u00e1rios de uma mesma Ata de Registro de Pre\u00e7os<\/b><span style=\"font-weight: 400;\">.<\/span><\/li><\/ul><p><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">Segundo Mar\u00e7al Justen Filho:<\/span><\/p><p><i><span style=\"font-weight: 400;\">\u201cO Sistema de Registro de Pre\u00e7os apresenta diversas virtudes, propiciando a redu\u00e7\u00e3o de formalidades e a obten\u00e7\u00e3o de ganhos econ\u00f4micos para a Administra\u00e7\u00e3o P\u00fablica\u201d <\/span><\/i><b><i>[5]<\/i><\/b><\/p><p><span style=\"font-weight: 400;\">Assim, quando a Administra\u00e7\u00e3o P\u00fablica se encontra diante da necessidade de uma contrata\u00e7\u00e3o, <\/span><b>cujo objeto se enquadra \u00e0s hip\u00f3teses previstas no art. 3\u00ba do <a href=\"https:\/\/leisestaduais.com.br\/rj\/decreto-n-48843-2023-rio-de-janeiro-regulamenta-o-sistema-de-registro-de-precos-srp-no-ambito-da-administracao-publica-estadual-direta-autarquica-e-fundacional-e-da-outras-providencias?q=48843&amp;origin=instituicao#\">Decreto 48.843\/2023<\/a>,<\/b><span style=\"font-weight: 400;\"> a ado\u00e7\u00e3o do SRP passa a ser verdadeira <\/span><b>obriga\u00e7\u00e3o<\/b><span style=\"font-weight: 400;\">, bem como justificar
