style=\"font-weight: 400;\"> \u00e9 o \u00f3rg\u00e3o ou entidade da administra\u00e7\u00e3o p\u00fablica <\/span><b>respons\u00e1vel pela gest\u00e3o do registro de pre\u00e7os<\/b><span style=\"font-weight: 400;\">, desde a organiza\u00e7\u00e3o e realiza\u00e7\u00e3o do procedimento licitat\u00f3rio at\u00e9 o gerenciamento da ata de registro de pre\u00e7os dele decorrente, de forma a atender as necessidades pr\u00f3prias e dos demais \u00f3rg\u00e3os ou entidades do Estado.<\/span><\/p><p><span style=\"font-weight: 400;\">S\u00e3o compet\u00eancias do \u00f3rg\u00e3o gerenciador:<\/span><\/p><ul><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Definir o objeto pretendido, os itens que far\u00e3o parte do registro de pre\u00e7os e demais informa\u00e7\u00f5es necess\u00e1rias para subsidiar a elabora\u00e7\u00e3o do TR e os par\u00e2metros para o julgamento objetivo das propostas de pre\u00e7os.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Realizar o procedimento de IRP e registrar sua inten\u00e7\u00e3o no Portal Nacional de Contrata\u00e7\u00f5es P\u00fablicas &#8211; PNCP.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Estabelecer, caso necess\u00e1rio, o n\u00famero m\u00e1ximo de \u00f3rg\u00e3os ou entidades participantes, considerando sua capacidade de gerenciamento.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Conceder prazo compat\u00edvel com a complexidade do objeto pretendido para que os \u00f3rg\u00e3os e entidades interessados no registro de pre\u00e7os possam fazer an\u00e1lise de suas expectativas de demanda.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Consolidar as informa\u00e7\u00f5es relativas \u00e0 estimativa individual e total de consumo, promovendo a adequa\u00e7\u00e3o no TR visando atender aos requisitos de padroniza\u00e7\u00e3o e racionaliza\u00e7\u00e3o para a contrata\u00e7\u00e3o.<\/span><span style=\"font-weight: 400;\"> \u00a0 <\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Realizar ampla pesquisa de pre\u00e7os para Estimar o valor da licita\u00e7\u00e3o ou da contrata\u00e7\u00e3o direta.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Promover os atos necess\u00e1rios \u00e0 instru\u00e7\u00e3o processual para a realiza\u00e7\u00e3o do procedimento licitat\u00f3rio ou da contrata\u00e7\u00e3o direta, bem como todos os atos decorrentes, tais como a assinatura da ata e a sua disponibiliza\u00e7\u00e3o aos \u00f3rg\u00e3os ou entidades participantes.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Gerenciar a ARP.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Aferir, semestralmente, a compatibilidade dos pre\u00e7os registrados com os efetivamente praticados no mercado.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Praticar todos os atos de controle e gerenciamento dos quantitativos das Atas de Registro de Pre\u00e7os e de seus saldos, das solicita\u00e7\u00f5es de ades\u00e3o e do remanejamento das quantidades.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Autorizar o remanejamento solicitado, com a transfer\u00eancia dos quantitativos entre os \u00f3rg\u00e3os e as entidades participantes, desde que haja pr\u00e9via anu\u00eancia daquele que vier a sofrer redu\u00e7\u00e3o dos quantitativos informados.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Conduzir os procedimentos relativos a eventuais renegocia\u00e7\u00f5es dos pre\u00e7os registrados.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Deliberar quanto \u00e0 ades\u00e3o dos \u00f3rg\u00e3os e entidades que n\u00e3o manifestaram interesse durante o per\u00edodo de divulga\u00e7\u00e3o da IRP<\/span><span style=\"font-weight: 400;\">.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Aplicar, garantida a ampla defesa e o contradit\u00f3rio, as penalidades decorrentes de infra\u00e7\u00f5es no procedimento licitat\u00f3rio e do descumprimento do pactuado na ARP ou do descumprimento das obriga\u00e7\u00f5es contratuais, em rela\u00e7\u00e3o \u00e0s suas pr\u00f3prias contrata\u00e7\u00f5es.<\/span><\/li><\/ul><p><b>\u00a0<\/b><span style=\"font-weight: 400;\">O <\/span><b>\u00d3rg\u00e3o Participante<\/b><span style=\"font-weight: 400;\"> \u00e9 o \u00f3rg\u00e3o ou entidade da administra\u00e7\u00e3o p\u00fablica direta, aut\u00e1rquica e fundacional que <\/span><b>participa dos procedimentos iniciais<\/b><span style=\"font-weight: 400;\"> do Sistema de Registro de Pre\u00e7os e integra a Ata de Registro de Pre\u00e7os.<\/span><\/p><p><span style=\"font-weight: 400;\">S\u00e3o compet\u00eancias do \u00f3rg\u00e3o participante:<\/span><\/p><ul><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Manifestar seu interesse em participar do registro de pre\u00e7os, por meio da IRP, no que se refere \u00e0s especifica\u00e7\u00f5es ou TR ou PB adequado ao registro de pre\u00e7os do qual pretende fazer parte; \u00e0 estimativa de consumo, baseado no hist\u00f3rico de consumo e\/ou na indica\u00e7\u00e3o de aumento da estimativa, desde que evidenciada a necessidade; \u00e0 indica\u00e7\u00e3o do local e data de entrega.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Garantir que os atos relativos \u00e0 inclus\u00e3o no registro de pre\u00e7os estejam formalizados e aprovados pela autoridade competente<\/span><span style=\"font-weight: 400;\">.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Tomar conhecimento da ARP, inclusive de eventuais altera\u00e7\u00f5es, para o correto cumprimento de suas disposi\u00e7\u00f5es.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Informar ao \u00f3rg\u00e3o gerenciador a eventual recusa do fornecedor em atender \u00e0s condi\u00e7\u00f5es estabelecidas no instrumento convocat\u00f3rio ou no aviso de contrata\u00e7\u00e3o direta, firmadas na Ata de Registro de Pre\u00e7os, bem como as diverg\u00eancias relativas \u00e0 entrega, caracter\u00edsticas e origem dos bens adjudicados.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Promover a correta gest\u00e3o, fiscaliza\u00e7\u00e3o e execu\u00e7\u00e3o contratual com rela\u00e7\u00e3o \u00e0s suas pr\u00f3prias contrata\u00e7\u00f5es.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 <\/span> <span style=\"font-weight: 400;\">Aplicar, garantida a ampla defesa e o contradit\u00f3rio, as penalidades decorrentes do descumprimento das obriga\u00e7\u00f5es contratuais, em rela\u00e7\u00e3o \u00e0s suas pr\u00f3prias contrata\u00e7\u00f5es<\/span><span style=\"font-weight:
