de procedimentos para registro formal de pre\u00e7os de bens e servi\u00e7os para contrata\u00e7\u00e3o eventual e futura.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00c9 um <\/span><b>m\u00e9todo de racionaliza\u00e7\u00e3o<\/b> <span style=\"font-weight: 400;\">pois viabiliza diversas contrata\u00e7\u00f5es, por um prazo pr\u00e9-estabelecido, a partir de um \u00fanico processo licitat\u00f3rio, sem que haja necessidade de realizar licita\u00e7\u00f5es sucessivas para o mesmo objeto.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00c9 um instrumento que <\/span><b>agiliza e otimiza as contrata\u00e7\u00f5es p\u00fablicas<\/b> <span style=\"font-weight: 400;\">uma vez que atende as demandas de v\u00e1rios \u00f3rg\u00e3os e entidades para mesmos produtos e servi\u00e7os.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00c9 um procedimento que se formaliza atrav\u00e9s de Ata de Registro de Pre\u00e7os, que representa o <\/span><b>compromisso<\/b><span style=\"font-weight: 400;\"> estabelecido entre os \u00f3rg\u00e3os e entidades p\u00fablicas, os fornecedores e as condi\u00e7\u00f5es da contrata\u00e7\u00e3o.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>O SRP n\u00e3o \u00e9 modalidade de licita\u00e7\u00e3o, mas sim um procedimento auxiliar.<\/b><\/li><\/ul><h4><b>Vantagens do SRP<\/b><\/h4><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Pressup\u00f5e um <\/span><b>adequado planejamento<\/b><span style=\"font-weight: 400;\">;\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Padroniza\u00e7\u00e3o<\/b><span style=\"font-weight: 400;\"> de bens e servi\u00e7os contratados;\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Obten\u00e7\u00e3o de <\/span><b>economias de escala<\/b><span style=\"font-weight: 400;\">;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span 42.534,38<\/b><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\">[3]<\/span><b>\u00a0<\/b><\/li><\/ul><h4><b>Fundamento Legal<\/b><\/h4><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/_ato2019-2022\/2021\/lei\/L14133.htm\"><b>Lei Federal n\u00ba 14.133\/2021<\/b><\/a><span style=\"font-weight: 400;\">: A Lei Geral de Licita\u00e7\u00f5es e Contratos estabelece o SRP como um dos procedimentos auxiliares das contrata\u00e7\u00f5es:<\/span><\/li><\/ul><p><em><b>Art. 78<\/b><span style=\"font-weight: 400;\">. S\u00e3o <\/span><b>procedimentos auxiliares <\/b><span style=\"font-weight: 400;\">das licita\u00e7\u00f5es e das contrata\u00e7\u00f5es:<\/span><\/em><\/p><p><em><span style=\"font-weight: 400;\">I &#8211; credenciamento;<\/span><\/em><\/p><p><em><span style=\"font-weight: 400;\">II &#8211; pr\u00e9-qualifica\u00e7\u00e3o;<\/span><\/em><\/p><p><em><span style=\"font-weight: 400;\">III &#8211; procedimento de manifesta\u00e7\u00e3o de interesse;<\/span><\/em><\/p><p><em><b>IV &#8211; sistema de registro de pre\u00e7os<\/b><span style=\"font-weight: 400;\">;<\/span><\/em><\/p><p><em><span style=\"font-weight: 400;\">V &#8211; registro cadastral.<\/span><\/em><\/p><p><span style=\"font-weight: 400;\">\u00a0<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/leisestaduais.com.br\/rj\/decreto-n-48843-2023-rio-de-janeiro-regulamenta-o-sistema-de-registro-de-precos-srp-no-ambito-da-administracao-publica-estadual-direta-autarquica-e-fundacional-e-da-outras-providencias?q=48843&amp;origin=instituicao#\"><b>Decreto Estadual n\u00ba 48.843\/2023<\/b><\/a><span style=\"font-weight: 400;\">: Regulamenta o SRP.<\/span><\/li><\/ul><ul><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">O <a href=\"https:\/\/leisestaduais.com.br\/rj\/decreto-n-48843-2023-rio-de-janeiro-regulamenta-o-sistema-de-registro-de-precos-srp-no-ambito-da-administracao-publica-estadual-direta-autarquica-e-fundacional-e-da-outras-providencias?q=48843&amp;origin=instituicao#\"><strong>Decreto n\u00ba 48.843\/2023<\/strong><\/a> estabeleceu <\/span><b>novas regras <\/b><span style=\"font-weight: 400;\">e procedimentos para a <\/span><b>melhoria do desempenho das contrata\u00e7\u00f5es <\/b><span style=\"font-weight: 400;\">atrav\u00e9s do Sistema de Registro de Pre\u00e7os, tais como:<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Inten\u00e7\u00e3o de Registro de Pre\u00e7os &#8211; IRP: <\/span><b>instrumento de planejamento <\/b><span style=\"font-weight: 400;\">que d\u00e1 publicidade para que os\u00a0 \u00f3rg\u00e3os participem da futura ata de registro de pre\u00e7os, tendo um prazo m\u00ednimo de 8 dias \u00fateis para registrarem suas estimativas de quantidades para as suas futuras contrata\u00e7\u00f5es;<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">O SRP poder\u00e1 ser utilizado nas <\/span><b>hip\u00f3teses de inexigibilidade e de dispensa de licita\u00e7\u00e3o<\/b><span style=\"font-weight: 400;\"> para a aquisi\u00e7\u00e3o de bens ou para a contrata\u00e7\u00e3o de servi\u00e7os <\/span><b>por mais de um \u00f3rg\u00e3o ou entidade<\/b><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">O prazo de vig\u00eancia da ata de registro de pre\u00e7os <\/span><b>ser\u00e1 de 1 (um) ano<\/b><span style=\"font-weight: 400;\"> e <\/span><b>poder\u00e1 ser prorrogado<\/b><span style=\"font-weight: 400;\">, por igual per\u00edodo, <\/span><b>desde que comprovado o pre\u00e7o vantajoso<\/b><span style=\"font-weight: 400;\">.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">A fase preparat\u00f3ria do registro de pre\u00e7os dever\u00e1 observar os procedimentos previstos no <a href=\"https:\/\/leisestaduais.com.br\/rj\/decreto-n-48816-2023-rio-de-janeiro-regulamenta-a-fase-preparatoria-das-contratacoes-de-que-trata-a-lei-no-14-133-de-1o-de-abril-de-2021-no-ambito-da-administracao-publica-estadual-direta-autarquica-e-fundacional?q=48816&amp;origin=instituicao#\"><strong>Decreto n\u00ba 48.816\/2023<\/strong><\/a>;<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Dever\u00e3o ser observados os requisitos de enquadramento de inexigibilidade ou dispensa de licita\u00e7\u00e3o, conforme previsto nos arts. 74 e 75 da NLLC, respectivamente;<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">A licita\u00e7\u00e3o para registro de pre\u00e7os ser\u00e1 realizada na modalidade de <\/span><b>concorr\u00eancia<\/b><span style=\"font-weight: 400;\">, do <\/span><b>tipo menor pre\u00e7o<\/b><span style=\"font-weight: 400;\">, ou na modalidade de <\/span><b>preg\u00e3o<\/b><span style=\"font-weight: 400;\"> devendo ser precedida de ampla pesquisa de mercado;<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Na modalidade concorr\u00eancia, o crit\u00e9rio de julgamento <\/span><b>por t\u00e9cnica e pre\u00e7o <\/b><span style=\"font-weight: 400;\">\u00e9 adotado exclusivamente para servi\u00e7os de natureza predominantemente intelectual;<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Na licita\u00e7\u00e3o para registro de pre\u00e7os <\/span><b>n\u00e3o \u00e9 necess\u00e1rio indicar a dota\u00e7\u00e3o or\u00e7ament\u00e1ria<\/b><span style=\"font-weight: 400;\">, sendo esta somente exigida para a formaliza\u00e7\u00e3o do contrato ou outro instrumento h\u00e1bil;<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><b>Regras para o remanejamento<\/b><span style=\"font-weight: 400;\"> do quantitativo dos itens com pre\u00e7os registrados em atas;<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><b>Regras para ades\u00e3o<\/b><span style=\"font-weight: 400;\"> (carona) \u00e0s atas de registro de pre\u00e7os.<\/span><\/li><li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"text-decoration: underline;\"><b>Regra de transi\u00e7\u00e3o<\/b><span style=\"font-weight: 400;\">: As ARP vigentes, baseadas no <a href=\"https:\/\/leisestaduais.com.br\/rj\/decreto-n-46751-2019-rio-de-janeiro-regulamenta-o-sistema-de-registro-de-precos-previsto-no-art-15-da-lei-federal-no-8-666-de-21-de-junho-de-1993-e-da-outras-providencias?q=46.751&amp;origin=instituicao#\"><strong>Decreto n\u00ba 46.751\/2019<\/strong><\/a>, da <a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/Leis\/L8666cons.htm\"><strong>Lei n\u00ba 8.666\/93<\/strong><\/a> e da <a vig\u00eancia.<\/span><\/i><\/span><\/p><h4><span style=\"font-weight: 400;\">\u00a0<\/span><b>Alcance do SRP<\/b><\/h4><p><span style=\"font-weight: 400;\">As normas regulamentadoras para as contrata\u00e7\u00f5es de servi\u00e7os e as aquisi\u00e7\u00f5es de bens atrav\u00e9s no SRP se aplicam \u00e0 <\/span><b>administra\u00e7\u00e3o p\u00fablica estadual direta, aut\u00e1rquica e n\u00ba 48.843\/2023<\/strong><\/a>, naquilo que for <\/span><b>compat\u00edvel <\/b><span style=\"font-weight: 400;\">com o disposto na <a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/_ato2015-2018\/2016\/lei\/l13303.htm\"><strong>Lei Federal n.\u00ba 13.303\/2016<\/strong><\/a>, a qual disp\u00f5e sobre o estatuto jur\u00eddico da empresa p\u00fablica, da sociedade de economia mista e de suas subsidi\u00e1rias, no \u00e2mbito da Uni\u00e3o, dos Estados, do Distrito Federal e dos
