dir=\"ltr\"><strong>O GOVERNADOR DO ESTADO DO RIO DE JANEIRO<\/strong>, no uso de suas atribui\u00e7\u00f5es constitucionais e legais,\u00a0 tendo em vista o que consta do Processo Administrativo n\u00ba SEI-120001\/009872\/2022,<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>CONSIDERANDO:<\/strong><\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">&#8211; o disposto no Decreto n\u00ba 47.525, de 17 de mar\u00e7o de 2021, que institui e regulamenta a Pol\u00edtica Estadual de Gest\u00e3o Estrat\u00e9gica de Suprimentos e a Pol\u00edtica Estadual de Compras Centralizadas;<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">&#8211; o disposto no Decreto n\u00ba 46.751, de 27 de agosto de 2019, que regulamenta o Sistema de Registro de Pre\u00e7os;\u00a0<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">&#8211; o disposto no Decreto n\u00ba 46.223, de 24 de janeiro de 2018, que regulamenta a Gest\u00e3o dos Bens M\u00f3veis;<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">&#8211; o princ\u00edpio da padroniza\u00e7\u00e3o a ser observado na fase de planejamento e nas licita\u00e7\u00f5es, conforme preceituado pela Lei n.\u00ba 14.133, de 1\u00ba de abril de 2021, bem como a necessidade de indica\u00e7\u00e3o das principais rotinas administrativas;\u00a0<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">&#8211; a racionaliza\u00e7\u00e3o de gastos que pode ser atingida com a elimina\u00e7\u00e3o de processos de contrata\u00e7\u00f5es redundantes e o aumento do poder de barganha do Estado do Rio de Janeiro proporcionados pelas compras centralizadas;<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">&#8211; os princ\u00edpios da efici\u00eancia e economicidade bem como a necessidade de aperfei\u00e7oamento constante da qualidade dos gastos pu\u0301blicos; e<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">&#8211; que as determina\u00e7\u00f5es constantes neste Decreto n\u00e3o acarretar\u00e3o aumento de despesa.<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>DECRETA:<\/strong><\/p><p class=\"Texto_Centralizado_Maiusculas_Negrito\" dir=\"ltr\" style=\"text-align: center;\"><strong>CAP\u00cdTULO\u00a0 I<\/strong><\/p><p class=\"Texto_Centralizado_Maiusculas_Negrito\" dir=\"ltr\" style=\"text-align: center;\"><strong>DISP\u00d5E SOBRE O ALMOXARIFADO VIRTUAL COMO MODELO DE COMPRAS<\/strong><\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>Art. 1\u00ba.<\/strong>\u00a0Este Decreto institui o Almoxarifado Virtual, como Modelo de Compras, nos termos do art. 2\u00ba do Decreto Estadual n\u00ba 47.525\/21, para o fornecimento de materiais de consumo administrativo, no \u00e2mbito da Administra\u00e7\u00e3o P\u00fablica direta, aut\u00e1rquica e fundacional.<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>\u00a7 1\u00ba.<\/strong>\u00a0Para os fins deste Decreto, o Modelo de Compras de que trata o caput consiste na contrata\u00e7\u00e3o de servi\u00e7o continuado de opera\u00e7\u00e3o de Almoxarifado Virtual, com disponibiliza\u00e7\u00e3o de sistema informatizado, visando ao suprimento, sob demanda, de materiais de consumo administrativo, com entregas em todo territ\u00f3rio do Estado do Rio de Janeiro.\u00a0<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>\u00a7 2\u00ba.\u00a0<\/strong>As diretrizes e procedimentos para utiliza\u00e7\u00e3o do sistema web ser\u00e3o definidos por resolu\u00e7\u00e3o editada pelo \u00d3rg\u00e3o Central do Sistema Log\u00edstico.<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>\u00a7 3\u00ba.<\/strong>\u00a0Este Decreto n\u00e3o vincula os \u00f3rg\u00e3os constitucionalmente aut\u00f4nomos, a exemplo da Procuradoria-Geral do Estado, a Defensoria P\u00fablica, o Tribunal de Contas do Estado.<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>Art. 2\u00ba.<\/strong>\u00a0Os \u00f3rg\u00e3os e entidades da Administra\u00e7\u00e3o P\u00fablica direta, aut\u00e1rquica e fundacional realizar\u00e3o as provid\u00eancias necess\u00e1rias para a transi\u00e7\u00e3o dos contratos vigentes de aquisi\u00e7\u00e3o ou fornecimento de material de consumo administrativo para os novos procedimentos adotados pelo \u00d3rg\u00e3o Central do Sistema Log\u00edstico, nos termos do art. 1\u00ba deste Decreto.<\/p><p class=\"Texto_Centralizado_Maiusculas_Negrito\" dir=\"ltr\" style=\"text-align: center;\"><strong>CAP\u00cdTULO\u00a0II<\/strong><\/p><p class=\"Texto_Centralizado_Maiusculas_Negrito\" dir=\"ltr\" style=\"text-align: center;\"><strong>DISPOSI\u00c7\u00d5ES FINAIS<\/strong><\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>Art. 3\u00ba.\u00a0<\/strong>O art. 10 do Decreto n\u00ba 47.525, de 17 de mar\u00e7o de 2021, passa a vigorar com a seguinte reda\u00e7\u00e3o:<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">Art. 10. &#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;.<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;.<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">IV &#8211; Materiais de Consumo Administrativo;<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\">&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;.<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>Art. 4\u00ba.<\/strong>\u00a0Os casos omissos ser\u00e3o dirimidos pelo \u00d3rg\u00e3o Central do Sistema Log\u00edstico, que poder\u00e1 expedir normas complementares, bem como disponibilizar em meio eletr\u00f4nico informa\u00e7\u00f5es adicionais.<\/p><p class=\"Texto_Alinhado_Esquerda\" dir=\"ltr\"><strong>Art. 5\u00ba.<\/strong>\u00a0Este
