GOVERNADOR DO ESTADO DO RIO DE JANEIRO,\u00a0<\/strong>no uso de suas atribui\u00e7\u00f5es constitucionais e legais, tendo em vista o que consta no processo SEI-120001\/006625\/2022.<\/p><p class=\"Texto_Justificado\"><strong>CONSIDERANDO:<\/strong><\/p><p class=\"Texto_Justificado\">&#8211; \u00a0que o Decreto n\u00ba 47.588, de 27 de abril de 2022, disp\u00f5e sobre processos de contrata\u00e7\u00f5es na administra\u00e7\u00e3o p\u00fablica para enfrentamento dos efeitos da calamidade p\u00fablica;<\/p><p class=\"Texto_Justificado\">&#8211; que o estado de calamidade p\u00fablica em virtude da situa\u00e7\u00e3o de emerg\u00eancia decorrente do novo coronav\u00edrus (COVID-19), reconhecido pela Lei Estadual n\u00ba 8.794, de 17 de abril de 2020, teve vig\u00eancia at\u00e9 o dia 1\u00ba de julho de 2022, na forma do Decreto n\u00ba 47.870, de 13 de dezembro de 2021, n\u00e3o tendo sido expedido novo decreto prorrogando esse prazo;<\/p><p class=\"Texto_Justificado\">&#8211; a necessidade de otimizar os procedimentos para a execu\u00e7\u00e3o das compras p\u00fablicas por meio de registro de pre\u00e7os destinados \u00e0 aquisi\u00e7\u00e3o de bens e servi\u00e7os;<\/p><p class=\"Texto_Justificado\">&#8211; que compete \u00e0 Secretaria de Estado de Planejamento e Gest\u00e3o \u2013 SEPLAG, enquanto \u00d3rg\u00e3o Central do Sistema Log\u00edstico do Estado, emitir orienta\u00e7\u00f5es e promover educa\u00e7\u00e3o continuada com rela\u00e7\u00e3o \u00e0 gest\u00e3o, pr\u00e1ticas e ferramentas do ciclo de contrata\u00e7\u00f5es p\u00fablicas.<\/p><p class=\"Texto_Justificado\"><strong>DECRETA:<\/strong><\/p><p class=\"Texto_Justificado\"><strong>Art. 1\u00ba<\/strong>\u00a0&#8211; Fica facultado aos \u00f3rg\u00e3os e entidades da administra\u00e7\u00e3o p\u00fablica estadual direta, aut\u00e1rquica e fundacional o encaminhamento dos processos de aquisi\u00e7\u00e3o e contrata\u00e7\u00e3o ao \u00d3rg\u00e3o Central do Sistema Log\u00edstico para an\u00e1lise sobre boas pr\u00e1ticas e consulta pr\u00e9via informativa sobre procedimentos licitat\u00f3rios planejados ou em andamento.<\/p><p class=\"Texto_Justificado\"><a target=\"_blank\" name=\"_Hlk108091767\"><\/a><strong>Art. 2\u00ba\u00a0<\/strong>Os \u00f3rg\u00e3os e entidades da administra\u00e7\u00e3o p\u00fablica estadual direta, aut\u00e1rquica e fundacional que pretenderem contratar servi\u00e7o ou bem que integre as Categorias Estrat\u00e9gicas da Pol\u00edtica\u00a0<a target=\"_blank\" name=\"_Hlk108091424\"><\/a>Estadual de Gest\u00e3o Estrat\u00e9gica de Suprimentos \u2013 GES, ainda que por meio do Sistema de Registro de Pre\u00e7os, dever\u00e3o observar o disposto no Decreto n.\u00ba 47.525, de 17 de mar\u00e7o de 2021.<\/p><p class=\"Texto_Justificado\"><strong>Art. 3\u00ba\u00a0<\/strong>O \u00d3rg\u00e3o Central do Sistema Log\u00edstico editar\u00e1 regulamenta\u00e7\u00e3o e orienta\u00e7\u00f5es complementares, em especial para a realiza\u00e7\u00e3o da consulta pr\u00e9via, de que trata o artigo 1\u00ba deste Decreto, bem como plano de mentorias e educa\u00e7\u00e3o continuada referentes ao ciclo de contrata\u00e7\u00f5es p\u00fablicas.<\/p><p class=\"Texto_Justificado\"><strong>Art. 4\u00ba\u00a0<\/strong>Ficam revogados o Decreto n\u00ba 47.588, de 27 de abril de 2021, e o \u00a73\u00ba do art. 4\u00ba do Decreto n\u00ba 46.751, de 27 de agosto de 2019.<\/p><p class=\"Texto_Justificado\"><strong>Art.
