respons\u00e1vel, dever\u00e1 ser elaborada a Nota de Autoriza\u00e7\u00e3o de Despesa \u2013 NAD. Esse documento destina-se, como o pr\u00f3prio nome diz, a autorizar a despesa conforme definido nas etapas anteriores da contrata\u00e7\u00e3o, e a suprir as informa\u00e7\u00f5es necess\u00e1rias para o processamento da respectiva nota de empenho. <\/p><\/div><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a76a6ed elementor-widget elementor-widget-text-editor\" data-id=\"a76a6ed\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"text-align: justify;\">A nota de empenho \u00e9 o registro cont\u00e1bil do compromisso assumido, identificando o fornecedor, o objeto a ser executado e o valor a ser desembolsado para atendimento das despesas decorrentes da contrata\u00e7\u00e3o.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6d8cda5 elementor-widget elementor-widget-image\" data-id=\"6d8cda5\" data-element_type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" src=\"http:\/\/redelog.rj.gov.br\/redelog\/wp-content\/uploads\/2021\/10\/empenho.jpg\" title=\"\" alt=\"\" loading=\"lazy\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-46e3031 elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"46e3031\" data-element_type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2b5d440 elementor-widget elementor-widget-heading\" data-id=\"2b5d440\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Nota de Autoriza\u00e7\u00e3o da Despesa \u2013 NAD<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7339f03 elementor-widget elementor-widget-text-editor\" data-id=\"7339f03\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"text-align: justify;\">A NAD \u00e9 composta por seis blocos de informa\u00e7\u00f5es a serem preenchidas pelo usu\u00e1rio:<\/p><ul style=\"text-align: justify;\"><li>Dados de Identifica\u00e7\u00e3o da NAD<\/li><li>Dados do \u00d3rg\u00e3o<\/li><li>Dados de Identifica\u00e7\u00e3o do Favorecido<\/li><li>Dados para Emiss\u00e3o de Empenho<\/li><li>Cronograma de Desembolso<\/li><li>Dados da Licita\u00e7\u00e3o<\/li><\/ul><p style=\"text-align: justify;\">No sistema informatizado onde a NAD ser\u00e1 emitida algumas de suas informa\u00e7\u00f5es j\u00e1 s\u00e3o automaticamente preenchidas, e outras dever\u00e3o ser complementadas pelo usu\u00e1rio conforme a situa\u00e7\u00e3o. As informa\u00e7\u00f5es or\u00e7ament\u00e1rias (Programa de Trabalho, Unidade Or\u00e7ament\u00e1ria, Fonte de Recursos, Subelemento de Despesa etc.) normalmente j\u00e1 est\u00e3o dispon\u00edveis no processo, no documento <strong><a href=\"http:\/\/redelog.rj.gov.br\/redelog\/reserva-orcamentaria\/\">Reserva Or\u00e7ament\u00e1ria<\/a><\/strong>, e, se necess\u00e1rio, dever\u00e3o ser confirmadas com a \u00e1rea de planejamento e or\u00e7amento da unidade.<\/p><p style=\"text-align: justify;\">\u00c9 importante observar o cronograma de desembolso, pois essa informa\u00e7\u00e3o deve refletir a <strong>programa\u00e7\u00e3o de entrega<\/strong> do objeto da contrata\u00e7\u00e3o, que pode ser:<\/p><ol style=\"text-align: justify;\"><li><strong>\u00danica<\/strong>, somente em um m\u00eas, normalmente nas compras imediatas de bens ou presta\u00e7\u00e3o de servi\u00e7os por escopo;<\/li><li><strong>Parcelada<\/strong> em meses espec\u00edficos no caso de bens e servi\u00e7os com cronograma de entrega; ou<\/li><li><strong>Continuada<\/strong>, utilizada nos servi\u00e7os ininterruptos com presta\u00e7\u00f5es mensais.<\/li><\/ol><p style=\"text-align: justify;\">Ap\u00f3s a conclus\u00e3o da NAD e sua aprova\u00e7\u00e3o pelo respons\u00e1vel, acontecer\u00e1 a integra\u00e7\u00e3o sist\u00eamica com o <a href=\"https:\/\/www5.fazenda.rj.gov.br\/SiafeRio\/faces\/login.jsp\"><strong>Siafe-Rio<\/strong><\/a>. Nessa integra\u00e7\u00e3o as informa\u00e7\u00f5es da NAD s\u00e3o repassadas ao sistema cont\u00e1bil, que ir\u00e1, ent\u00e3o, gerar uma Nota de Empenho no modo rascunho. O usu\u00e1rio dever\u00e1 complementar algumas informa\u00e7\u00f5es e contabilizar a Nota de Empenho rascunho, gerando a Nota de Empenho definitiva.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a2d1abf elementor-widget elementor-widget-image\" data-id=\"a2d1abf\" data-element_type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" src=\"http:\/\/redelog.rj.gov.br\/redelog\/wp-content\/uploads\/2021\/10\/siafe.png\" title=\"\" alt=\"\" loading=\"lazy\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-76cc714 elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"76cc714\" data-element_type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-43e9a52 elementor-widget elementor-widget-heading\" data-id=\"43e9a52\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Nota de Empenho - NE<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8f23957 elementor-widget elementor-widget-text-editor\" data-id=\"8f23957\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>A defini\u00e7\u00e3o legal da nota de empenho est\u00e1 expressa na <strong><a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/Leis\/L4320.htm\">Lei n\u00ba 4.320, de 17 de mar\u00e7o de 1964<\/a><\/strong>, que Estatui Normas Gerais de Direito Financeiro para elabora\u00e7\u00e3o e controle dos or\u00e7amentos e balan\u00e7os da Uni\u00e3o, dos Estados, dos Munic\u00edpios e do Distrito Federal:<\/p><p><em>Art. 58. O empenho de despesa \u00e9 o ato emanado de autoridade competente que cria para o Estado obriga\u00e7\u00e3o de pagamento pendente ou n\u00e3o de implemento de condi\u00e7\u00e3o.<\/em><\/p><p>Esse documento cria uma \u201creserva\u201d de parte da dota\u00e7\u00e3o or\u00e7ament\u00e1ria do \u00f3rg\u00e3o ou entidade respons\u00e1vel pela contrata\u00e7\u00e3o a favor do fornecedor escolhido para executar o objeto definido. Ap\u00f3s a entrega do bem ou presta\u00e7\u00e3o do servi\u00e7o ou obra, esse empenho suprir\u00e1 a consequente liquida\u00e7\u00e3o da despesa e pagamento ao fornecedor.<\/p><p><strong>Tipos de Nota de Empenho<\/strong><\/p><ul><li><strong>Empenho de Despesa:<\/strong> \u00e9 o tipo inicial de empenho;<\/li><li><strong>Refor\u00e7o de Empenho:<\/strong> utilizado quando um empenho precisa de um complemento de seu valor inicial;<\/li><li><strong>Anula\u00e7\u00e3o de Empenho:<\/strong> pode ser total, cancelando todo o saldo do empenho, ou parcial, apenas reduzindo o valor do saldo do empenho; e<\/li><li><strong>Estorno de Anula\u00e7\u00e3o de Empenho:<\/strong> tipo utilizado para cancelar uma anula\u00e7\u00e3o de empenho efetuada indevidamente, retornando o saldo anterior.<\/li><\/ul><p><strong>Esp\u00e9cies de Nota de Empenho<\/strong><\/p><ol><li><strong>Ordin\u00e1rio<\/strong>: empenho de parcela \u00fanica somente em um m\u00eas;<\/li><li><strong>Estimativo<\/strong>: empenho que permite aumento ou redu\u00e7\u00e3o do valor inicial por meio de refor\u00e7o e anula\u00e7\u00e3o; e<\/li><li><strong>Global<\/strong>: empenho em que h\u00e1 cronograma de desembolso distribuindo o valor a ser empenhado em v\u00e1rios meses, consecutivos ou
