class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>O GOVERNADOR DO ESTADO DO RIO DE JANEIRO<\/strong>, no uso de suas atribui\u00e7\u00f5es constitucionais e legais, tendo em vista o que consta do Processo n\u00ba E-04\/120\/38\/2017,<\/p><p><strong>CONSIDERANDO<\/strong>:<\/p><p>&#8211; a necessidade de dotar de maior transpar\u00eancia a gest\u00e3o dos bens m\u00f3veis do Estado;<\/p><p>&#8211; a necessidade de modernizar a Administra\u00e7\u00e3o P\u00fablica, com a utiliza\u00e7\u00e3o da tecnologia da informa\u00e7\u00e3o;<\/p><p>&#8211; que o controle dos bens m\u00f3veis constitui-se em ponder\u00e1vel fonte de economia e recursos;<\/p><p><strong>DECRETA:<\/strong><\/p><p><strong>Art. 1\u00ba<\/strong> &#8211; Fica institu\u00eddo, no \u00e2mbito da Administra\u00e7\u00e3o P\u00fablica Estadual Direta e Indireta do Estado do Rio de Janeiro, o Sistema Informatizado de Bens M\u00f3veis &#8211; SBM RJ, gerenciado pela Secretaria de Estado de Fazenda e Planejamento &#8211; SEFAZ, como \u00f3rg\u00e3o central.<\/p><p><strong>Art. 2\u00ba<\/strong> &#8211; Os \u00f3rg\u00e3os e entidades da Administra\u00e7\u00e3o P\u00fablica Direta e Indireta mantidas pelo Poder Executivo do Estado do Rio de Janeiro dever\u00e3o, obrigatoriamente, realizar a gest\u00e3o dos bens m\u00f3veis atrav\u00e9s do SBM RJ.<\/p><p><strong>\u00a7 1\u00ba<\/strong> &#8211; Ficam desobrigadas de adotar o SBM RJ as entidades da Administra\u00e7\u00e3o Indireta n\u00e3o dependentes, que s\u00e3o aquelas n\u00e3o contempladas no or\u00e7amento fiscal e da seguridade social.<\/p><p><strong>\u00a7 2\u00ba<\/strong> &#8211; Os documentos gerados pelo SBM RJ dever\u00e3o constituir os Processos Administrativos dos \u00f3rg\u00e3os e entidades obrigados a adot\u00e1lo.<\/p><p><strong>Art. 3\u00ba<\/strong> &#8211; O SBM RJ estar\u00e1 disponibilizado na internet e poder\u00e1 ser acessado atrav\u00e9s do endere\u00e7o eletr\u00f4nico a ser determinado atrav\u00e9s de ato pr\u00f3prio do \u00f3rg\u00e3o central.<\/p><p><strong>Art. 4\u00ba<\/strong> &#8211; A implanta\u00e7\u00e3o do SBM RJ nos \u00f3rg\u00e3os e entidades do Poder Executivo Estadual ser\u00e1 realizada gradativamente, obedecendo a um cronograma estabelecido pelo \u00f3rg\u00e3o central.<\/p><p><strong>Par\u00e1grafo \u00danico<\/strong> &#8211; A rotina de controle dos bens m\u00f3veis dos \u00f3rg\u00e3os e entidades do Poder Executivo Estadual dever\u00e1 ser mantida at\u00e9 a implanta\u00e7\u00e3o do SBM RJ, desde que de acordo com os normativos emitidos pelo \u00f3rg\u00e3o central, pelo \u00f3rg\u00e3o central de contabilidade e pelo \u00f3rg\u00e3o central de controle interno do Estado do Rio de Janeiro.<\/p><p><strong>Art. 5\u00ba<\/strong> &#8211; O SBM RJ possuir\u00e1 as seguintes funcionalidades:<\/p><p>I &#8211; incorpora\u00e7\u00e3o;<\/p><p>II &#8211; movimenta\u00e7\u00e3o;<\/p><p>III &#8211; invent\u00e1rio;<\/p><p>IV &#8211; desfazimento;<\/p><p>V &#8211; deprecia\u00e7\u00e3o, reavalia\u00e7\u00e3o e redu\u00e7\u00e3o ao valor recuper\u00e1vel;<\/p><p>VI &#8211; presta\u00e7\u00e3o de contas.<\/p><p><strong>Art. 6\u00ba<\/strong> &#8211; Caber\u00e1 ao \u00f3rg\u00e3o central, atrav\u00e9s de ato pr\u00f3prio, a ado\u00e7\u00e3o das medidas que se fizerem necess\u00e1rias \u00e0 regulamenta\u00e7\u00e3o, \u00e0 operacionaliza\u00e7\u00e3o e \u00e0 coordena\u00e7\u00e3o das atividades, nos termos deste Decreto.<\/p><p><strong>Art. 7\u00ba<\/strong> &#8211; Este Decreto entrar\u00e1 em vigor na data de O GOVERNADOR DO ESTADO DO RIO DE JANEIRO, no uso de suas atribui\u00e7\u00f5es constitucionais e legais, tendo em vista o que consta do Processo n\u00ba E-04\/120\/38\/2017, CONSIDERANDO: &#8211; a necessidade de dotar de maior transpar\u00eancia a gest\u00e3o dos bens m\u00f3veis do Estado; &#8211; a necessidade de modernizar a Administra\u00e7\u00e3o P\u00fablica, com a utiliza\u00e7\u00e3o da tecnologia da informa\u00e7\u00e3o; &#8211; que o controle dos bens m\u00f3veis constitui-se em ponder\u00e1vel fonte de economia e recursos; DECRETA: Art. 1\u00ba &#8211; Fica institu\u00eddo, no \u00e2mbito da Administra\u00e7\u00e3o P\u00fablica Estadual Direta e Indireta do Estado do Rio de Janeiro, o Sistema Informatizado de Bens M\u00f3veis &#8211; SBM RJ, gerenciado pela Secretaria de Estado de Fazenda e Planejamento &#8211; SEFAZ, como \u00f3rg\u00e3o central. Art. 2\u00ba &#8211; Os \u00f3rg\u00e3os e entidades da Administra\u00e7\u00e3o P\u00fablica Direta e Indireta mantidas pelo Poder Executivo do Estado do Rio de Janeiro dever\u00e3o, obrigatoriamente, realizar a gest\u00e3o dos bens m\u00f3veis atrav\u00e9s do SBM RJ. \u00a7 1\u00ba &#8211; Ficam desobrigadas de adotar o SBM RJ as entidades da Administra\u00e7\u00e3o Indireta n\u00e3o dependentes, que s\u00e3o aquelas n\u00e3o contempladas no or\u00e7amento fiscal e da seguridade social. \u00a7 2\u00ba &#8211; Os documentos gerados pelo SBM RJ dever\u00e3o constituir os Processos Administrativos dos \u00f3rg\u00e3os e entidades obrigados a adot\u00e1lo. Art. 3\u00ba &#8211; O SBM RJ estar\u00e1 disponibilizado na internet e poder\u00e1 ser acessado atrav\u00e9s do endere\u00e7o eletr\u00f4nico a ser determinado atrav\u00e9s de ato pr\u00f3prio do \u00f3rg\u00e3o central. Art. 4\u00ba &#8211; A implanta\u00e7\u00e3o do SBM RJ nos \u00f3rg\u00e3os e entidades do Poder Executivo Estadual ser\u00e1 realizada gradativamente, obedecendo a um cronograma estabelecido pelo \u00f3rg\u00e3o central. Par\u00e1grafo \u00danico &#8211; A rotina de controle dos bens m\u00f3veis dos \u00f3rg\u00e3os e entidades do Poder Executivo Estadual dever\u00e1 ser mantida at\u00e9 a implanta\u00e7\u00e3o do SBM RJ, desde que de acordo com os normativos emitidos pelo \u00f3rg\u00e3o central, pelo \u00f3rg\u00e3o central de contabilidade e pelo \u00f3rg\u00e3o central de controle interno do Estado do Rio de Janeiro. Art. 5\u00ba &#8211; O SBM RJ possuir\u00e1 as seguintes funcionalidades: I &#8211; incorpora\u00e7\u00e3o; II &#8211; movimenta\u00e7\u00e3o; III &#8211; invent\u00e1rio; IV &#8211; desfazimento; V &#8211; deprecia\u00e7\u00e3o, reavalia\u00e7\u00e3o e redu\u00e7\u00e3o ao valor recuper\u00e1vel; VI &#8211; presta\u00e7\u00e3o de contas. Art. 6\u00ba &#8211; Caber\u00e1 ao \u00f3rg\u00e3o central, atrav\u00e9s de ato pr\u00f3prio, a ado\u00e7\u00e3o das medidas que se fizerem necess\u00e1rias \u00e0 regulamenta\u00e7\u00e3o, \u00e0 operacionaliza\u00e7\u00e3o e \u00e0 coordena\u00e7\u00e3o das atividades, nos termos deste Decreto.
