atribui\u00e7\u00f5es regulamentares que lhe s\u00e3o conferidas pelo Decreto Estadual n\u00ba 48.650, de 23 de agosto de 2023, nos termos do processo administrativo n\u00ba SEI-120001\/000718\/2025,<\/p><p style=\"font-weight: 400;\"><strong>CONSIDERANDO:<\/strong><\/p><p style=\"font-weight: 400;\">&#8211; a necessidade de aprimoramento dos mecanismos de governan\u00e7a, integridade e efici\u00eancia na gest\u00e3o de compras centralizadas no Estado do Rio de Janeiro;<\/p><p style=\"font-weight: 400;\">&#8211; a import\u00e2ncia do monitoramento cont\u00ednuo da Pol\u00edtica Estadual de Gest\u00e3o Estrat\u00e9gica de Suprimentos &#8211; GES, de que trata o Decreto n\u00ba 47.525, de 17 de mar\u00e7o de 2021;<\/p><p style=\"font-weight: 400;\">&#8211; o disposto na Lei Federal n\u00ba 14.133, de 1\u00ba de abril de 2021, que estabelece normas gerais de licita\u00e7\u00e3o e contrata\u00e7\u00e3o para a administra\u00e7\u00e3o p\u00fablica; e<\/p><p style=\"font-weight: 400;\">&#8211; que compete \u00e0 Governan\u00e7a das Contrata\u00e7\u00f5es P\u00fablicas avaliar, direcionar e monitorar a atua\u00e7\u00e3o da gest\u00e3o das compras p\u00fablicas, conforme diretrizes estabelecidas no Decreto n\u00ba 48.650, de 23 de agosto de 2023.<\/p><p style=\"font-weight: 400;\"><strong>RESOLVE:<\/strong><\/p><p style=\"font-weight: 400;\">Art. 1\u00ba\u00a0Fica institu\u00eddo, no \u00e2mbito da Secretaria de Estado de Planejamento e Gest\u00e3o &#8211; SEPLAG, o Plano Anual de Governan\u00e7a das Compras Centralizadas (PAGCC), com a finalidade de:<\/p><p style=\"font-weight: 400;\">I &#8211;\u00a0Implementar e monitorar indicadores de efici\u00eancia, qualidade e economicidade das compras centralizadas, bem como das atas de registro de pre\u00e7os decorrentes da centraliza\u00e7\u00e3o; e<\/p><p style=\"font-weight: 400;\">II &#8211;\u00a0Estabelecer mecanismos de controle e mitiga\u00e7\u00e3o de riscos.<\/p><p style=\"font-weight: 400;\">Art. 2\u00ba\u00a0O PAGCC ser\u00e1 elaborado e acompanhado por equipe composta por dois integrantes das seguintes \u00e1reas da Subsecretaria de Log\u00edstica da SEPLAG:<\/p><p style=\"font-weight: 400;\">I &#8211;\u00a0Superintend\u00eancia de Compras Centralizadas;<\/p><p style=\"font-weight: 400;\">II &#8211;\u00a0Superintend\u00eancia de Gest\u00e3o Centralizada;<\/p><p style=\"font-weight: 400;\">III &#8211;\u00a0Superintend\u00eancia de Intelig\u00eancia Log\u00edstica;<\/p><p style=\"font-weight: 400;\">IV &#8211;\u00a0Superintend\u00eancia de Planejamento e Suporte Log\u00edstico; e<\/p><p style=\"font-weight: 400;\">V &#8211;\u00a0Assessoria T\u00e9cnica de Log\u00edstica.<\/p><p>\u00a7 1\u00ba A designa\u00e7\u00e3o dos integrantes da equipe de elabora\u00e7\u00e3o e acompanhamento do PAGCC ser\u00e1 formalizada por Portaria do Subsecret\u00e1rio de Log\u00edstica, no prazo de 30 (trinta) dias a contar da publica\u00e7\u00e3o desta Resolu\u00e7\u00e3o.<\/p><p>\u00a7 2\u00ba As atribui\u00e7\u00f5es de cada integrante respons\u00e1vel pela elabora\u00e7\u00e3o e acompanhamento do PAGCC ser\u00e3o definidas por Portaria do Subsecret\u00e1rio de Log\u00edstica da SEPLAG.<\/p><p>\u00a7 3\u00ba A fun\u00e7\u00e3o desempenhada pelos integrantes do PAGCC n\u00e3o ser\u00e1 remunerada, a qualquer t\u00edtulo, considerando-se seu exerc\u00edcio de relevante interesse p\u00fablico.<\/p><p style=\"font-weight: 400;\">Art. 3\u00ba Esta O\u00a0SECRET\u00c1RIO DE ESTADO DE PLANEJAMENTO E GEST\u00c3O, no uso das atribui\u00e7\u00f5es regulamentares que lhe s\u00e3o conferidas pelo Decreto Estadual n\u00ba 48.650, de 23 de agosto de 2023, nos termos do processo administrativo n\u00ba SEI-120001\/000718\/2025, CONSIDERANDO: &#8211; a necessidade de aprimoramento dos mecanismos de governan\u00e7a, integridade e efici\u00eancia na gest\u00e3o de compras centralizadas no Estado do Rio de Janeiro; &#8211; a import\u00e2ncia do monitoramento cont\u00ednuo da Pol\u00edtica Estadual de Gest\u00e3o Estrat\u00e9gica de Suprimentos &#8211; GES, de que trata o Decreto n\u00ba 47.525, de 17 de mar\u00e7o de 2021; &#8211; o disposto na Lei Federal n\u00ba 14.133, de 1\u00ba de abril de 2021, que estabelece normas gerais de licita\u00e7\u00e3o e contrata\u00e7\u00e3o para a administra\u00e7\u00e3o p\u00fablica; e &#8211; que compete \u00e0 Governan\u00e7a das Contrata\u00e7\u00f5es P\u00fablicas avaliar, direcionar e monitorar a atua\u00e7\u00e3o da gest\u00e3o das compras p\u00fablicas, conforme diretrizes estabelecidas no Decreto n\u00ba 48.650, de 23 de agosto de 2023. RESOLVE: Art. 1\u00ba\u00a0Fica institu\u00eddo, no \u00e2mbito da Secretaria de Estado de Planejamento e Gest\u00e3o &#8211; SEPLAG, o Plano Anual de Governan\u00e7a das Compras Centralizadas (PAGCC), com a finalidade de: I &#8211;\u00a0Implementar e monitorar indicadores de efici\u00eancia, qualidade e economicidade das compras centralizadas, bem como das atas de registro de pre\u00e7os decorrentes da centraliza\u00e7\u00e3o; e II &#8211;\u00a0Estabelecer mecanismos de controle e mitiga\u00e7\u00e3o de riscos.
