uma das 5 fases do macroprocesso de contrata\u00e7\u00f5es p\u00fablicas: Planejamento, Preparat\u00f3ria, Sele\u00e7\u00e3o do Fornecedor, Gest\u00e3o e Fiscaliza\u00e7\u00e3o Contratual e tamb\u00e9m como \u201cfase externa\u201d ou \u201cdisputa\u201d.<\/span><\/p><p><span style=\"font-weight: 400;\">A Fase Externa \u00e9 onde, ap\u00f3s investir bastante tempo e recursos planejando e preparando como atender a uma dada necessidade, a Administra\u00e7\u00e3o P\u00fablica volta-se ao mercado para buscar interessados em contratar com ela.<\/span><\/p><p><span style=\"font-weight: 400;\">Esta fase \u00e9 o momento em que a Administra\u00e7\u00e3o busca construir um ambiente favor\u00e1vel \u00e0 competi\u00e7\u00e3o entre empresas, pessoas, cooperativas, cons\u00f3rcios ou qualquer interessado que possa disputar em condi\u00e7\u00f5es de igualdade. Neste contexto os princ\u00edpios da Ampla Concorr\u00eancia, Transpar\u00eancia, Vincula\u00e7\u00e3o ao Instrumento Convocat\u00f3rio, Economicidade, Efici\u00eancia, dentre outros guiam todos os atos ao longo dessa etapa.<\/span><\/p><p><span style=\"font-weight: 400;\">\u00c9 nesta fase que os licitantes interessados em participar do processo se inscrevem e apresentam suas propostas.<\/span><\/p><p><span style=\"font-weight: 400;\">Composta por v\u00e1rias etapas, cada uma com suas pr\u00f3prias caracter\u00edsticas e import\u00e2ncia, a fase externa \u00e9 composta por 6 etapas previstas nos<a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/_ato2019-2022\/2021\/lei\/L14133.htm\"><strong> incisos II a VII do art. 17<\/strong><\/a>, sendo elas: divulga\u00e7\u00e3o do edital de licita\u00e7\u00e3o; apresenta\u00e7\u00e3o de propostas e lances, quando for o caso; julgamento; habilita\u00e7\u00e3o; recursal; e
